أولاً: الأونروا في قلب الاستهداف… لماذا الآن؟
لم يكن هدم مكاتب وكالة غوث وتشغيل اللاجئين الفلسطينيين (الأونروا) في حي الشيخ جراح بالقدس المحتلة حدثًا عابرًا أو إجراءً أمنيًا كما يدّعي الاحتلال، بل حلقة متقدمة في حملة تغوّل صهيونية ممنهجة تستهدف الوكالة بوصفها آخر شاهد دولي حيّ على جريمة النكبة، والضامن الأممي لاستمرار قضية اللاجئين الفلسطينيين في الوعي والشرعية الدولية.
فالأونروا ليست مجرد مؤسسة إغاثية، بل هي تجسيد قانوني وسياسي لقرار الأمم المتحدة رقم 302 (1949)، وامتداد مباشر للاعتراف الدولي بمسؤولية المجتمع الدولي عن مأساة اللاجئين الفلسطينيين، وعن حقهم غير القابل للتصرف في العودة والتعويض وفق القرار 194.
من هنا، فإن استهداف الأونروا هو استهداف لجوهر القضية الفلسطينية، ومحاولة لقطع الصلة بين اللاجئ وحقه، وبين النكبة وشاهدها الأممي.
ثانيًا: أهداف التغوّل الصهيوني على الأونروا
يمكن تفكيك أسباب هذا الاستهداف ضمن أربعة أهداف استراتيجية مترابطة:
1. طمس قضية اللاجئين
تسعى حكومة الاحتلال إلى شطب ملف اللاجئين من أي تسوية مستقبلية، عبر إلغاء الجهة الأممية الوحيدة المعنية بهم، تمهيدًا لتصفية حق العودة وتحويل اللاجئين إلى ملف إنساني قابل للتوطين أو النسيان.
2. ضرب الشرعية الدولية
يعكس استهداف الأونروا حالة تمرّد صهيوني متصاعد على النظام الدولي، وعلى قرارات الأمم المتحدة، ومحكمة العدل الدولية، واتفاقيات جنيف، في سياق أوسع من سياسة فرض الأمر الواقع بالقوة.
3. إعادة تعريف الصراع
يحاول الاحتلال نقل الصراع من كونه قضية تحرر وطني وحقوق قانونية، إلى مجرد “نزاع إداري” أو “ملف مساعدات”، تمهيدًا لإسقاط أبعاده السياسية والقانونية.
4. كسر الإرادة الإنسانية الدولية
إن الاعتداء على مؤسسة أممية محصّنة، وقتل مئات من موظفيها، وتدمير منشآتها، يشكّل رسالة ترهيب لكل المنظمات الدولية العاملة في فلسطين، بهدف تحييدها أو إخضاعها.
ثالثًا: الشيخ جراح… الجغرافيا التي تفضح الجريمة
اختيار حي الشيخ جراح ليس اعتباطيًا؛ فالحي يمثّل نقطة تماس بين مشروع التهويد ومقاومة الوجود الفلسطيني القانوني والتاريخي. واستهداف الأونروا فيه يعني:
نزع أي حضور أممي في القدس الشرقية
تكريس القدس “عاصمة موحدة” للاحتلال
إغلاق آخر نافذة دولية تُذكّر بأن القدس أرض محتلة وفق القانون الدولي
رابعًا: النشاط المكوكي للدكتور أحمد أبو هولي… معركة الدفاع عن الذاكرة والشرعية
في مواجهة هذا التغوّل، يبرز الدور المحوري للدكتور أحمد أبو هولي، رئيس دائرة شؤون اللاجئين في منظمة التحرير الفلسطينية، الذي يقود معركة دبلوماسية وقانونية مفتوحة دفاعًا عن الأونروا، وعن حق اللاجئين الفلسطينيين.
لقد شكّل نشاطه المكوكي في المحافل الدولية نموذجًا لـ:
فضح سياسات الاحتلال أمام الأمم المتحدة والدول المانحة
حشد الدعم السياسي والمالي لاستمرار عمل الأونروا
إعادة تأكيد الطابع القانوني غير القابل للإلغاء لولاية الوكالة
ربط استهداف الأونروا بجريمة الإبادة والتطهير العرقي الجارية في غزة
وما يميّز هذا الدور أنه لا ينحصر في البعد الإغاثي، بل يعيد باستمرار تسييس القضية في إطارها الحقوقي والقانوني، ويمنع اختزالها في خطاب إنساني منقوص.
خامسًا: الأونروا والنظام متعدد الأطراف… الخطر الأوسع
إن ما تتعرض له الأونروا اليوم لا يهدد الفلسطينيين وحدهم، بل يضرب جوهر النظام الدولي متعدد الأطراف. فحين تُهدم مؤسسة أممية، وتُلغى حصاناتها، ويُقتل موظفوها دون مساءلة، فإن ذلك يفتح الباب أمام عالم بلا قانون، وبلا مرجعية، وبلا حماية للضعفاء.
إن الصمت الدولي على هذه الجرائم يشكّل سابقة خطيرة ستطال لاحقًا كل منظومة العمل الإنساني في مناطق النزاع حول العالم.
خاتمة: ستبقى الأونروا… لأن النكبة لم تنتهِ
إن حملة التغوّل الصهيونية على الأونروا ليست سوى اعتراف ضمني من الاحتلال بأن النكبة ما زالت حيّة، وأن اللاجئ الفلسطيني ما زال يحمل مفتاح العودة، وأن “الكوشان” ما زال أقوى من الجرافة.
ستبقى الأونروا ما بقي اللاجئ،
ويبقى اللاجئ ما بقي الحق،
ويبقى الحق ما دام هناك من يفضح الجريمة ويقاوم النسيان.

**The Zionist Campaign of Aggression Against UNRWA:
Political and Legal Dimensions, Objectives of Targeting, and the Role of Palestinian Diplomacy in Confrontation**

First: UNRWA at the Heart of the Targeting… Why Now?
The demolition of the offices of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) in the Sheikh Jarrah neighborhood of occupied Jerusalem is not an isolated incident nor a so-called “security measure” as claimed by the occupation authorities. Rather, it represents an advanced stage of a systematic Zionist campaign of aggression, targeting UNRWA as the last living international witness to the crime of the Nakba, and the sole UN guarantor of the continued presence of the Palestinian refugee issue within international consciousness and legitimacy.
UNRWA is not merely a humanitarian relief organization; it is a legal and political embodiment of UN General Assembly Resolution 302 (1949) and a direct extension of the international community’s acknowledgment of its responsibility toward the Palestinian refugee tragedy, including their inalienable right of return and compensation as affirmed in Resolution 194.
Thus, targeting UNRWA is, in essence, a direct assault on the core of the Palestinian cause, aimed at severing the bond between the refugee and their right, and between the Nakba and its international witness.
Second: Objectives of the Zionist Aggression Against UNRWA
The motives behind this targeting can be deconstructed into four interrelated strategic objectives:
1. Erasing the Refugee Issue
The occupation government seeks to remove the refugee file from any future political settlement by dismantling the only UN body mandated to address it, paving the way for liquidating the right of return and transforming refugees into a mere humanitarian issue subject to resettlement or oblivion.
2. Undermining International Legitimacy
The attack on UNRWA reflects a growing Zionist defiance of the international legal order, UN resolutions, the International Court of Justice, and the Geneva Conventions, within a broader policy of imposing facts by force.
3. Redefining the Nature of the Conflict
The occupation attempts to reframe the conflict from one of national liberation and legal rights into a purely “administrative dispute” or an “aid file,” stripping it of its political and legal dimensions.
4. Breaking International Humanitarian Will
The assault on a protected UN agency, the killing of hundreds of its staff, and the destruction of its facilities constitute a message of intimidation to all international organizations operating in Palestine, aimed at neutralizing or subjugating them.
Third: Sheikh Jarrah… Geography That Exposes the Crime
The choice of Sheikh Jarrah is far from incidental. The neighborhood represents a direct fault line between the Judaization project and resistance to Palestinian legal and historical presence. Targeting UNRWA there means:
Eliminating any international presence in East Jerusalem
Consolidating the narrative of Jerusalem as a “unified capital” of the occupation
Closing the last international window reminding the world that Jerusalem is occupied territory under international law
Fourth: The Shuttle Diplomacy of Dr. Ahmad Abu Holi… A Battle to Defend Memory and Legitimacy
In the face of this aggression, the pivotal role of Dr. Ahmad Abu Holi, Head of the Department of Refugee Affairs at the Palestine Liberation Organization, stands out as he leads an open diplomatic and legal battle in defense of UNRWA and the rights of Palestinian refugees.
His sustained international engagement has exemplified:
Exposing occupation policies before the United Nations and donor states
Mobilizing political and financial support to ensure the continuity of UNRWA
Reaffirming the non-revocable legal mandate of the Agency
Linking the targeting of UNRWA to the crimes of genocide and ethnic cleansing unfolding in Gaza
What distinguishes this role is that it transcends humanitarian advocacy, consistently re-politicizing the issue within its rightful legal and rights-based framework, preventing its reduction to a depoliticized humanitarian narrative.
Fifth: UNRWA and the Multilateral System… The Broader Danger
What UNRWA is facing today does not threaten Palestinians alone; it strikes at the very foundation of the multilateral international system. When a UN institution is demolished, its immunities revoked, and its staff killed with impunity, the world is pushed toward a lawless order devoid of accountability, protection, or moral authority.
International silence in the face of these crimes sets a dangerous precedent that will ultimately endanger the entire global humanitarian system in conflict zones worldwide.
Conclusion: UNRWA Will Remain… Because the Nakba Has Not Ended
The Zionist campaign against UNRWA is an implicit admission that the Nakba remains ongoing, that the Palestinian refugee still holds the key of return, and that the “Kushan” (title deed) is stronger than the bulldozer.
UNRWA will remain as long as refugees remain.
Refugees will remain as long as the right remains.
And the right will endure as long as there are those who expose the crime and resist erasure.
